The lock level should be related to the lock power and lock gain parameters. Usually when you start to lock a signal, you can set the lock power to a relatively higher value, e.g. 35, when the lock level approaches 100 or something, you can adjust the lock power to a lower value, please keep in mind that the values of lock power and lock gain should be similar. If the lock level is negative, you should adjust the lock phase.
