The CPSIA permanently prohibits the sale of children’s toys
or child care articles that contain more than 0.1 percent di-(2 ethylhexyl)phthalate (DEHP), dibutyl phthalate (DBP), or benzyl butyl phthalate (BBP).

DIRECTIVE 2005/84/EC 为什么是理解为三个之和不得大于0.1,而H.R.4040又理解为不得大于0.1呢?那加州AB1108是不是也理解成为每个不得大于0.1呢?也许是俺英文水平不行,在我看来,2005/84/EC和H.R.4040 关于这个限值的表述没有什么差别呢.

shall not be placed on the market.

can be placed in the mouth by children.

应该是每3种之和不超过0.1%，和2005/84/EC以及加州65一样。在这种情况下，当然每单种邻苯都不能超过0.1%。
