Chirality of the active substance, with all the isomers forms and specific rate that can influence on the efficiency and also on  the security of the activesubstance. Present always assay results of the isomers when the analysis methodology is available. In case of the active substance presents chirality, the manufacture should send a statement about this.
这段话中的specific rate 是什么意思?谢谢专家指教!

这里的specific rate是指活性成分中各异构体的具体比例。当活性成分具有手性时，其中的异构体及其比例会影响到其有效性和安全性（比如丙氧吩的右旋体有镇痛作用，左旋体有镇咳作用。当活性成分中两者的比例为90:10和10:90时疗效肯定是不同的），因此在分析方法可行的情况下应提交异构体的含量测定结果。当活性成分具有手性时，生产商应做出声明。

这是谁写的?
第一句话结构不完整,而且influence作为动词用时应该是及物动词.

总感觉这个句子晦涩难懂。

这里的security是指药物的安全性（有没有副作用和毒性等）。stability是指药物的稳定性（在某种贮存条件下经过多长时间会降解而失效）。
