There is a famous website eHow http://www.ehow.com/ , there are many headings starting with “How to” such as “How to Clean Burnt Stains From Stone Cookware” (http://www.ehow.com/cooking-and-baking-equipment/ ) etc.

Of course,  "How to" appears in beginning of headline is acceptable.

I think when ask questions, we can use " how to..."
Eg: How to do this
      How to work
      How to eat
      How to answer
      ...
