对于PVC，目前并未有任何国家立法进行限制使用，因其性能优越、廉价而应用广泛，很难开发相似的替代品，所以立法限制要考虑社会经济学与环保的平衡，目前尚未是时机。
    但是鉴于PVC材料的高风险性，PVC本身有毒，而且内含大量有毒的添加剂化合物，尤其在弃置处理中因焚烧会释放大量有毒烟雾和二恶英，故限制PVC的呼声渐高，很多民间的环保组织都在倡导停止生产使用PVC制品，很多国际大采购商已开始拒绝PVC材料。所以PVC的立法限制将是个必然趋势，尽管目前并无立法。

PVC has been at the centre of a controversial debate during much of the last two decades. A number of diverging scientific, technical and economic opinions have been expressed on the question of PVC and its effects on human health and the environment. Some Member States have recommended or adopted measures related to specific aspects of the PVC life cycle. However, these measures vary widely. In order to assess the whole life cycle of PVC and its possible impact on human health and the environment as well as the proper functioning of the internal market, the Commission has carried out several studies and issued a Green Paper on Environment Issues of PVC.

The Green Paper is a discussion document published by the Commission on this specific policy area. It is primarily addressed to all the parties (organisations and individuals) interested in the issues related to PVC. In this way, the interested parties are invited to participate in a debate on the issues discussed in the Green Paper. In some cases a Green Paper can provide an impetus for subsequent legislation. The text of the Green Paper on environmental issues of PVC and the reactions of the interested parties to it can be found under the link below.

A Green Paper on Environment Issues of PVC COM (2000)469 was adopted on 26 July 2000.

过去好多年了，现在还有没有出来法规明确规定限制PVC的啊？

应该是没法取代，倒是看到很多客户标准各种限制PVC，不准使用啊，不允许添加啊

也有可能是因为PVC中含其他有害物质风险高，所以禁止使用和添加。
