这么解释吧，比如说reach要求对猪牛羊鸡鸭进行限制，凡是有上述动物的都不能出口，但pyrene可以。pyrene不在reach限制范围之内。

REACH regulation is applicable for all chemical substances, and articles.
As continue of previous chemical requirement 76/769/EEC, REACH has a restricted substance list, and pyrene is not in the list.
