In general practice, the quality of weld at critical structure should be checked by competent person/department in accordance with certain Standard (such as DIN8563 or EN25817), but there are exceptions or alternatives.
Clause 1.2 may be an alternative, i.e. 执行“welding checking” 可等同“competent department”, 但“welding checking”不能超出“checking instructions”所规定的范围(scope). 这是我根据may act as 来理解的, 如有上下文可能有不同的理解。
