under stirring感觉可以的
stir采用机械的力量旋转搅动搅拌（圆周），力量小；
agitate可以通过气体其他方式对物料进行翻动，拌动（上下？？？），力量或幅度大=stir up

自己感觉的。

Agitate：
＝To stir up public interest in a cause: 鼓动；煽动激起对公众事业的兴趣：
agitate for a tax reduction.鼓动减免税收
His fiery speech agitated the crowd.他热情洋溢的讲话激动了群众。
She was much agitated by the bad news.坏消息使她的心绪很乱。

一直都是翻译成under而不是with的，不过意思都可以理解
没仔细研究过它们的区别，就是常用前者，有时用后者而已。

问了下同事，他是这么翻译的：
