先生把我的意见理解反了。
我的意思是说,GUM的不确定度,说不确定度与真值无关,叶先生现在写文章仍然说不确定度与真值无关,是纯粹的不确定度论。
但叶先生是不识时务,当今的不确定度的标准解释应该是VIM3的2008版与2012版的解释。不确定度是包含真值的区间的半宽。把我上传的几段英文的大字部分连起来,就是:不确定度是包含区间的半宽,此区间以一定概率包含真值。
但是,叶德培先生起草(第一起草人)的JJF1001-2011,明明是翻译(当然是翻译VIM2008版,不可能翻译2012版),却把原文的“真值”改成量值,这是很错误的。外国人都已认识到不能离开真值,而中国的JJF却回避真值,这可是哲学思想上出了问题。
把三段英文的讲真值,和JJF1001-2011的相应条文(5.18注2、5.28、5.29)对比一下,就可看出问题。
例如 VIM3 的讲究真值的写法为:

而JJF1001-2011 的条款是:
5.28 包含区间【VIM2.36】
基于可获得的信息确定的包含被测量一组值的区间,被测量值以一定概率落在该区间内。
英文原文是被测量的真值组,中文却改为被测量一组值。这是明目张胆的篡改!明明注着此条等效于VIM2.36 ,而原文有“真值”,中文规范却回避了。
