现将VIM3涉及不确定度与真值关系的条款（这些条款2012版与2008版相同），复印如下，不是打字，而是复印，保证不错一个符号。令人惊讶的是，在《JJF1001-2011》中居然回避“真值”二字，把“真值”改为“量值”。此事发生在信仰辩证唯物论的国度里，岂非咄咄怪事。要注意，VIM2008版问世三年后，JJF竟然如此，这就不全是迷信洋人的问题了。我们不禁要说：做为《JJF1001-2011》主要起草人的第一人的叶德培先生，国际规范都不得不承认的真值，你（们）竟敢抹掉，太放肆了！-

之说不太靠谱了！还去说什么：

先生把我的意见理解反了。

我的意思是说，GUM的不确定度，说不确定度与真值无关，叶先生现在写文章仍然说不确定度与真值无关，是纯粹的不确定度论。

但叶先生是不识时务，当今的不确定度的标准解释应该是VIM3的2008版与2012版的解释。不确定度是包含真值的区间的半宽。把我上传的几段英文的大字部分连起来，就是：不确定度是包含区间的半宽，此区间以一定概率包含真值。

但是，叶德培先生起草（第一起草人）的JJF1001-2011,明明是翻译（当然是翻译VIM2008版，不可能翻译2012版），却把原文的“真值”改成量值，这是很错误的。外国人都已认识到不能离开真值，而中国的JJF却回避真值，这可是哲学思想上出了问题。

把三段英文的讲真值，和JJF1001-2011的相应条文（5.18注2、5.28、5.29）对比一下，就可看出问题。

例如 VIM3 的讲究真值的写法为：

而JJF1001-2011 的条款是：

5.28 包含区间【VIM2.36】

基于可获得的信息确定的包含被测量一组值的区间，被测量值以一定概率落在该区间内。

英文原文是被测量的真值组，中文却改为被测量一组值。这是明目张胆的篡改！明明注着此条等效于VIM2.36 ，而原文有“真值”，中文规范却回避了。
