specification的意思有:指明;详细说明;具体要求;说明书;规格;规范.从上下文来说这里的specification是"规范"的意思,并且只能翻译成"规范",不能翻译成"标准".标准(standard)和规范(specifications)的区别在于:标准是统一的技术要求,是一种法规,具有权威性、标准性和严肃性;规范是标准在某一范围内的具体化,或者是某些部门或团体把约定俗成的技术要求整理出来后在一定范围内实施的规定,具有指导性、规范性和导向性。当规范趋于成熟的时候就可以上升成为标准.

这里的句子结构是base A on B(把specified property level建立在至少两个独立实验室所做实验的基础上),意译就是:由两个或两个以上独立的实验室测定(两方或三方)指定的property level.所以base不是"基于此"的意思.这里的specified是指由上文提到的two or three parties 所指定的property level

10 报告

irradiance为什么要翻译成相对光谱功率呢?涂料专业的术语是”辐射照度”.我看你在第三句里也翻译成”辐射照度”,专业英语翻译应该前后一致,否则容易让人混淆.
“此值需由在较宽的波长范围……”--从你的翻译来看,第一句中提到的在某一波长测得的irradiance和radiant energy应该是落在第二句和第三句提到的broad band之内的,而我认为不是这样的.第一句的意思是说在单一波长处测定辐射照度,以W/(m2•nm)为单位表示,在单一波长处测定辐射能,以J/(m2•nm)为单位表示.第三句的意思是在指定的波长范围内(如300-400nm)测定辐射照度,以W/m2为单位表示.这里的specified意思是具体指明的,spectral region是光谱范围.第四句的意思是在指定的波长范围内测定辐射能,以[J/m2]为单位表示.

1. Scope应用范围
1.1 This practice covers the selection of test conditions for accelerated exposure testing of coatings and related products in fluorescent UV and condensation devices conducted according to Practices G 151 and G 154. This practice also covers the preparation of test specimens, and the evaluation of test results.
