监管的作用是保护百姓，谈不上祝福，所以不用bless。

个人觉得中文里的“关乎民生”和“护佑百姓”意思上是因果关系，而上面的英文翻译里已经体现出了这种因果关系，再写就重复了，所以就把“护佑百姓”的翻译省略了。

“protection over” seems not a common usage.
