The original Chinese version was probably drafted in the pattern of 回顧过去 -> 分析現在 -> 探讨將来.  My suggested translations are as follows:

Review the progress of the management on the quality and safety of agro-products from the view point of natural dialectics, scientifically analyse the arrangement and transition ways for managing the quality and safety of agro-products in China; explore the various aims (or roles?) in the management of the quality and safety of agro-products.

Regarding the management of the quality and safety of agro-products, its progress has been reviewed from the view point of natural dialectics, its arrangement and transition ways have been scientifically analyzed, its aims (or roles?) have also been explored.

1.我觉得management放的位置不太合适2.质量安全好像表达的不全,现在不都用QS标志吗,改为quality&safety3.我国没有体现,用domestic 4.科学发展观,以科学发展观分析,好像汉语也不太通顺.汉语改为 "科学发展的分析了" 5.过渡应为transition,非transaction 6.方向建议改为趋势,用trend.
